This sale at Target is acting a bit wonky currently. While it's not supposed to give you a discount if you only snag two pre-orders, some games will allow this. At the same time, some released games which say they'll be discounted don't seem to show a discount when you add eligible titles to your cart. There's really no way to discern what will work until you start testing out your options.

Games like Crash Team Racing: Nitro Fueled, Watch Dogs: Legion, Monster Hunter World: Icebourne Master Edition, and FIFA 20 can be pre-ordered to score 30% off another game, along with games like Call of Duty: Modern Warfare and Borderlands 3.
